More reliable video captions

Shortly after captions launched in v3.11.0, we found that automatically generated captions could occasionally fail to attach to a video in some environments. This release fixes that, so every uploaded video reliably reaches the "CC Ready" state.

Highlights:

Captions attach every time — automatically generated captions now finish processing reliably, wherever your content is hosted
No action needed — the fix applies automatically; simply re-upload any affected video to generate its captions

Improvements

Steadier Resource Hub — resolved an issue that could stop captions from finishing on newly uploaded videos
